Traffic congestion on the damaged Westshore embankment road as tourists visit Napier and Hastings to witness the devastation caused by the Hawke's Bay earthquake in February 1931. Many congestions and blockages occurred on this two mile stretch of road which was badly damaged during the earthquake.
