The image shows two unidentified men with surveying equipment near the intersection of Hastings and Browning Street, Napier.

The men are undertaking a reconstruction survey in the months after the 1931 Hawke's Bay earthquake. The remains of the Hannah's building, and other buildings damaged by the earthquake, are visible in the background.
