Brief Description
Inner harbour development plan by architect J A Louis Hay entitled: Scheme for the development of sand flats north west of Napier making this the finest seaside town in New Zealand. The drawing shows a deep lagoon for motor and sailing boats, a launch anchorage, aerodrome, yacht basin, boat basin, basin for the fishing industry, the Iron Pot, and Port Ahuriri and Westshore railway stations. There is a list of benefits from the scheme on the left side of the plan.

An accompanying note reads: This tracing was given to Cedric W H Alexander by Mrs Louis Hay 1960. The tracing was printed and prints given to local bodies at this time as the opening of the Pandora Bridge was scheduled for early 1961. The new bridge access would have opened the way for the development of Westshore and the inclusion of the eastern portion of this project. This was actively pursued by the Westshore Development Association for the next 5 years by the then Chairman C W H Alexander. The Chairman visited a similar development in Sydney Australia taking photographs and seeking information which was given to Mr B Clement the Town Planner. Interest was generated but an estimated development cost of the sections was considered to be prohibitive for the financial structure of HB. What a pity our city fathers didn't have the vision of Louis Hay.
