Memorandum from the Department of Lands and Survey Wellington, dated 19 December 1901, to James Hay, Survey Office, Napier, signed by A Barron, Assistant Surveyor-General. The letter accompanies a License to Survey certificate from the Surveyors' Board of New Zealand, dated 20 May 1901, allowing James Hay to practise as a surveyor.
