The photograph features a group of unidentified people preparing refreshments for refugees leaving Hawke's Bay who had been involved in the 3 February 1931 Hawke's Bay earthquake. They are standing on the platform of the Waipukurau Railway Station platform. To the right of the station is a sign that reads: Refugees only. Underneath the image is written: Railway refreshments.
