Memorandum from the Chief Inspector, Mr A R Coad, Napier, to Public Trust Office Wellington, dated 7 July 1931, regarding Personal Losses, Furniture, Effects, etc: by leaving nominations for assistance to other services such as Social Welfare, genuine cases would be reported, rather than quick to apply 'spongers'; priority given to victims who lost everything to fire; some people are receiving compensation, even though it is not fire loss; 135 applications in two days and a further 150 applications, and between 200 and 300 held up in Reconstruction Office representing the final rush before closing date of 30 June 1931, although applications will be received up to 31 July 1931; Seamen's Fund depleted; Mrs Caldwell unlikely to receive help. Other losses not being dealt with; it will not be advertised that the committee will consider grants to cover personal losses, because of large volumes of applications; form attached to be completed by applicants.

Five Copies, Proforma Letter, from W Harvey, Chairman, Napier Earthquake Relief Committee, Tiffen Park House, Napier, 1931: Dear Sir/Madam, Owing to the uncertainty as to whether or not the funds subscribed for Relief purposes will be sufficient to cover more urgent and necessary applications for relief from those in distress as a result of the earthquake, it is not possible for my committee at this stage to consider claims such as yours.
My Committee sympathises with you in your loss, but as the funds are limited and there are a great many cases of dire distress to be provided for, these must be a first claim on the funds.
The moneys available may be no more than sufficient to replace bare essentials after providing for such matters as care and medical attention to injured persons, supplying food and clothing to persons rendered destitute by the earthquake, and putting dwellings into habitable condition.
