Brief Description
Memorandum from W L Rees to the Premier, John Balance, in regards to the Umutaoroa block near Dannevirke.

Rees states that W C Smith and A J Cadman had undervalued the land in collusion with a politically appointed assessor, Mr Rose, in order to make a profit on speculation. Smith and Cadman purchased the land for £6316 and began selling it in parcels for £5 to £15, therefore making it worth £30,000 to £50,000.

The memorandum sets out 23 points for the resolution of the issue. Rees proposes that the Umutaoroa block be declared Crown land and that Smith and Cadman be declared agents of the Crown. The latter was suggested in order to avoid scandal as A J Cadman was a Member of Parliament at the time.
