Brief Description
Folder, labelled 3, containing letters, authorisation slips, train tickets, and permits relating to permission for people to travel to and from Napier, authorised by the Napier Citizen's Control Committee and other earthquake related departments, as well as district Police and Fire Stations. Some papers have permit numbers and others do not, as listed below. Many permits are handwritten and the writing difficult to read.

Included in the folder are permit slips from the Earthquake Relief Organisation, which reads:
This will permit... a bona fide refugee from the earthquake area (whose signature appears in the margin), now authorized to return home, to travel from ... to ...
Important Notice. This permit can be exchanged for a railway ticket at the commencing station shown hereon without charge to the holder. The railway ticket given in exchange therefore will entitle the holder to travel by rail and will serve as a permit to enter the earthquake area. The railway ticket will be collected by the guard before completion of the journey. If the holder desires to travel by any other means than the rail he (or she) will require to himself (or herself) meet the cost of transport, and must carry this permit with him (or her), and must produce the same when demanded before entering the earthquake area, otherwise he (or she) will be prevented from entering the area. An ink stamp reads: For and on behalf of the Napier Citizens' Control Committee, with a stamped signature of C O Morse.
