Copy of telegram sent to 2YA, from Morse, Chairman, Citizens Committee, dated 12 February 1931. Message: Broadcast following information, a public statement about progress and reorganisation and return of refugees. Streets cleared for traffic. Some water reconnected. Some sewerage reconnected. Extensive chimney damage. Gas unavailable for six weeks or longer. Women and children advised not to return yet, but every man should. Dwellings must be inspected before being reoccupied.

Two copies of Proclamation, by order C Morse, Chairman, Napier Citizen's Control Committee, dated 18 February 1931: All residents of Napier are ordered to register at the office of the Registrar of Residents at Hastings Street, after which time food supplies only available to registered people. Meals by tickets only; Draft of Proclamation to the Citizens of Napier, from C O Morse, Chairman, Citizens Committee, undated, regarding all work other than what is strictly necessary for the essential services of the community shall be suspended over tomorrow and Sunday for rest and recovery. Handwritten note by Morse that a church service also be held.
