Message: Broadcast following information, a public statement about progress and reorganisation and return of refugees. Streets cleared for traffic. Some water reconnected. Some sewerage reconnected. Extensive chimney damage. Gas unavailable for six weeks or longer. Women and children advised not to return yet, but every man should. Dwellings must be inspected before being reoccupied.
