Brief Description
Assorted documents in a folder numbered 17 and named: Internal Affairs Department and Public Service. The documents include letters, memorandums and telegrams.

A two page document titled: Memorandum of Interview between Mr Butcher and Mr Morse and the Prime Minister, Honourable Mr Masters, Sir Apirana Ngata, Mr Verschaffelt, Mr McDonald Public Trustee.
The topics are numbered 1 to 9 and cover the following: Control; Staff; Wages; Fire Area; Restrictions; Immigration; Validation; Hotels and Insurance. They relate to the legality of the committees; provision of administrative staff; wage rates; provision and cost of meals; clean up of sections; restrictions on outside business firms and builders; a census of residents and workers; validation of committee actions; hotel re-opening and insurance of stores and workmen under committee control.

A carbon copy of a letter to the Minister of Internal Affairs from the executive of the Napier Citizens' Control Committee. The letter is dated 6 March 1931 and pays a tribute to the work done by Mr R Girling Butcher on the eve of his return to Wellington. It speaks of Mr Girling Butcher's involvement from 4 February and lists the roles he held and his personal attributes and character.

The author makes reference to an enclosed copy of a letter to the Honourable Minister of Internal Affairs in connection with the departure of Mr R Girling Butcher from Napier. The author requests Mr Barnard to sign the letter and hand it over.

A message on a New Zealand Post Office Telegraphs form to the Minister of Internal Affairs in Wellington. The message is from Morse and enquires as to whether the Government is taking any town planning action in Napier. The message is dated 18 February 1931 and is possibly a carbon copy.

A message on a New Zealand Post Office Telegraphs form to the Honourable Mr Masters in Wellington from Morse, Chairman of the Citizens Control Committee. The message refers to a previous communication between Morse and Masters and advises of a visit by Mr Morse to Wellington in the coming week.

Three copies of a letter dated 14 February to the Honourable Minister of Internal Affairs in Wellington from the Chairman and Deputy Chairman of the Napier Citizen's Earthquake Control Committee. The letter thanks the Minister for his prompt despatch of Mr R Girling Butcher and C R Barringer in connection with earthquake relief. The letter details the work done by Mr Girling Butcher and Mr Barringer and expresses gratitude for the services rendered by both men. One copy indicates handwritten signatures.
