The Act instructs each Fire Watcher what equipment to carry.

It is a spoof - such as: one roll toilet paper to be pinned on coat to be used in all emergencies.

At the bottom is written: N.B. The Fire Watchers Act, 1941, is not to be confused with the Acrobats Act, 1792.
